A Protocol for Measuring Entity Representation in Generative Systems Across the Global Population
This is not a manual on how to perform GEO. It is a versioned protocol candidate for measuring entity representation across products, populations, languages, evidence states and time.

The NOMOS protocol sets out a versioned procedure for auditing representation in generative systems. It explains what to record, how evidence supports a finding and where a judgment must stop. The worked example is synthetic; it does not report a client result.
AUTHORITY BOUNDARY / CANDIDATE RECORD
NOMOS is published for independent testing and criticism. Its force comes from explicit rules, evidence lineage and accountable revision—not from an invented claim of universal adoption.

No real cross-population benchmark is claimed. Chapter 18 is a calculated synthetic demonstration of the method.
