Being indexed is not the same as being selected as an answer.
A page can be crawlable and still fail to appear when a buyer asks an AI system for a company, method or recommendation. The failure may sit in the page, the wider site, the public entity record or the evidence behind a claim. Treating every absence as a keyword problem produces more pages, but rarely more authority.
We trace the whole discovery chain: access, rendering, indexing, retrieval, interpretation, citation and the path from an answer to a qualified enquiry. Each stage has a different failure mode and needs a different remedy.
Retrieval
Can search and answer systems reach the canonical material without ambiguity, duplication or rendering loss?
Entity clarity
Can the organisation, people, services, publications and relationships be resolved as one coherent public record?
Evidence
Do important claims lead to first-party records, primary sources, authorship and a stated method?
Decision value
Does the page answer the buyer's real question, including scope, fit, limits and the next step?
